class="wp-block-list"> <li>70% 是硬體建設（Infrustructure）</li> <li>30% 是商業開發（Commercial）<br>硬體建設中，場館的要求最高，站整體評分的 35% ，其他包含了交通（13%），技術支持和國際媒體中心設立（ 7% ），住宿（ 6% ），球隊與裁判的訓練設備需求（ 6% ），以及球迷活動場地（3%）；商業開發中，則有預計的舉辦花費（預算）、預計門票與貴賓接待收入，和預計媒體轉播權與行銷收入，各佔據 10 %。</li> </ul> <p>對於最嚴格的比賽場館要求， FIFA 也列出了明確的標準：開幕和閉幕球場需要容納 80,000 名觀眾，兩場準決賽場地需要容納 60,000 名觀眾，而其他的比賽場館則需至少 40,000 名觀眾的容量。<br><br>簡單來說，我們從 2002 到 2018 年的規格來看，每個主辦國基本上一共需要有 12 座符合標準的球場，才能承接下整個舊制的賽事（ 32 隊 64 場比賽）；而隨著新制在 2026 年的到來，勢必需要擴大球場、舉辦城市的數量以及接待的力度，才能滿足更多球隊、更多觀眾與更多媒體的需求。<br>這也是為什麼<strong>2022卡達世界盃</strong>會需要蓋到8座的足球場，因為國家面積的關係蓋到8作已經是上限了，所以該國並沒有像我們上述提到的需要蓋12座足球場，這八座國際足球場分別是：</p> <figure class="wp-block-table"><table
